Mr. Boomer is a professional engineer with AECOM in Denver, CO, where he has worked as a Geotechnical/Civil Engineer for the last 23 years in the Dams and Reservoirs Department. He received his Civil Engineering undergraduate degree and master’s degree from South Dakota State University. The majority of his professional career has focused on dam safety. He has worked on over 60 embankment and concrete dams with engineering services including; safety inspections; investigations, analysis, alternative evaluation, design, risk analysis, potential failure mode analysis (PFMA) facilitation, and construction management and observation. His dam safety inspection experience includes serving as the Examiner/Independent Consultant and Inspection Team Member for over 30 dam safety inspections of private, state, and federal regulated dams. Mr. Boomer has supported quantitative and semi-quantitative risk analyses as a subject matter expert for both state and federal regulated dams. His design engineering experience includes alternatives development and rehabilitation design of existing embankment dams for seepage, stability, and hydrologic deficiencies. He has been the lead designer or member of the design team on more than a dozen dams during his career. Mr. Boomer’s construction experience includes preparing and managing the field investigations for earthfill and concrete dams; preparation of construction technical specifications and final design drawings; and engineer in charge of construction oversight of dam rehabilitation measures.
