Jennifer is an experienced Lake Operations Manager with over 17 years of dedicated service at North Texas
Municipal Water District (NTMWD). She has played a vital role in the development and management of Bois d ’Arc
Lake, a 16,641-acre reservoir with a storage capacity of more than 367,000 acre-feet, supporting the water needs of
North Texas communities.
Jennifer’s expertise spans multiple facets of lake and watershed management, including environmental permitting
and compliance, scientific monitoring, habitat mitigation, cultural resource coordination, water rights management,
and fisheries program development. She has led and participated in complex projects involving coordination with
federal and state agencies such as the U.S. Army Corps of Engineers, EPA, Texas Parks and Wildlife Department,
Texas Commission on Environmental Quality, and the Caddo Nation.
Her contributions to the Bois d’Arc Lake project include overseeing mitigation and downstream monitoring programs,
implementing a reservoir clearing plan that balances ecological health and recreational access, facilitating the
reinternment of Caddo ancestral burials under historic preservation agreements, and managing inter-basin water
rights transfers. Jennifer also brings strong skills in land acquisition and stakeholder engagement, foundational to the
lake’s successful development and operation.
Jennifer holds a Bachelor of Science degree in Business Administration from Texas A&M University-Commerce. She
complements her academic background with ongoing professional development through specialized workshops and
a practical, science-based management approach. She is passionate about sustaining Bois d’Arc Lake as a reliable
water source and environmental asset vital to North Texas’s future.
