Dr. Inci is a dynamic and result-oriented civil engineer, geotechnical and foundations, dams and levees, risk informed decision making subject matter expert (SME), emergency manager, risk manager, project manager, portfolio manager, contracting officer representative (COR), and research lead with 24-years’ experience. He worked in supervisory role to manage technical staff in complex projects. Provided support for contractual activities for program. He has been involved with multiple key federal publications development and review; provided subject matter expertise and advisement to leadership on regulations, guidance and policies; used and promoted the adoption and enforcement of building codes and best practices for dams; resolved project and programmatic issues. He has been responsible for conceptual level planning, feasibility level design, field and laboratory tests planning and management, final design, construction oversight, independent external peer review of world-class infrastructure and mining projects (more than 120). Infrastructure projects include hydropower dams, lined/unlined, zoned/ homogeneous embankment dams, levees, canals, waterfront structures, ponds, shallow/deep/dynamic foundation for buildings and industrial plants, deep excavations, tunnels, roads, and other civil/structural projects. Mining/tailings dam projects include gold, copper, silver, oil sands, coal, uranium and other resources. His work experience includes most states of US, most provinces of Canada and many other countries. Dr. Inci has contributed to literature with over 40 technical publications. Dr. Inci has been a registered professional engineer since 2003 with licenses in Michigan, Colorado, Alberta, Alaska, Nevada, Wyoming, Maryland; PM since 2005 and PMP certified PM since 2015; contracting officer representative since 2018; emergency manager since 2017.
