Nicole Novembre specializes in probabilistic flood hydrology for dam safety risk analyses. She has served as a Hydrology Subject Matter Expert for FERC Level 2, 3, and 4 Risk Analyses. At the Bureau of Reclamation’s Technical Services Center, she developed hydrologic loadings and supported risk assessments for Reclamation and other federally owned dams. As a private consultant, she led hydrologic hazard studies for clients including BC Hydro, Southern California Edison, PG&E, and the cities of Seattle and Tacoma. Nicole joined RTI International’s Center for Water Resources in 2025 and is a licensed professional engineer in Colorado.
