Tracy Woods is a Florida-Licensed Professional Geologist with 29 years of project and program leadership experience in the private and public sectors. She received her B.S. and M.S. degrees in Geology, with an emphasis on hydrology, from Florida State University. She qualifies as an expert witness in hydrology, geology, and hydrogeology. She has been with the Florida Department of Environmental Protection for 16 years, with 10 years in dam safety and the last six years as the State Dam Safety Officer. Her key role is to develop and implement the Florida Dam Safety Program’s programmatic and regulatory goals. She initiated and lead the development of "Additional Criteria for Dam Systems" rules that must be met to receive an Environmental Resource Permit to construct a new dam or alter an existing dam in Florida.
